Summary of Water Service Rates

Beginning in early February 2011, Valencia Water Company (VWC) will have four primary types of water rates: General Metered Services - Residential, which covers individually metered homes; General Metered Services - Non-Residential, which covers businesses and the public sector; General Metered Services - Dedicated Irrigation, which covers meters dedicated to irrigation; and Private Fire Services, which is comprised of sprinkler systems and fire hydrants on private property. Additionally, VWC also provides recycled water to qualified customers where available. The applicable rates have been recreated below for your convenience. VWC believes this information is an accurate representation of our water rates, but it does not take the place of the official and effective tariffs on file with the CPUC.

VWC periodically has rate increases and decreases. The rate change will always have an effective date. When a billing period overlaps the effective date of the rate change, only the period and usage after the effective date is assessed at the new rate. This is referred to as prorating the monthly bill.

General Metered Services - Residential

Applicable to all individually metered residential water services for which a water allocation is available.

Monthly Service Charge

This is a readiness-to-serve charge, which is applied to all General Metered Services - Residential accounts. It is based on meter size, and is added to the consumption charge.

Water Consumption Charges

Charged for all water delivered through the meter.

Per Hundred Cubic Feet (CCF) :

The amount of water used within each tier is billed at the corresponding rate for that tier.

Special Conditions:

A surcharge of $0.04 per month is to be applied to the monthly service charge from the effective date of Advice Letter No. 112 in order to offset revenue reductions given to Low Income Ratepayer Assistance (LIRA) customers .

Due to the under-collection in the utility's Purchased Power and Purchased Water Balancing Accounts, a surcharge of  $0.009 per 100 cu. ft. of  water used is to be applied to the quantity rates until the under-collection in the balancing account has been fully amortized, approximately 12 months.

The Water Quality Surcredit is to refund amounts previously collected in general rates used to fund water quality litigation. The funds received were recorded in the Water Quality Litigation Memorandum Account. The surcredit shall remain in effect until the amount of $531,605 has been fully refunded, approximately 12 months.

Due to the under-collection in the utility's Water Revenue Adjustment Mechanism/Modified Cost Balancing Account (WRAM/MCBA), a surcharge of $0.056 per 100 cu. Ft. of water used is to be applied to the quantity rates until the under collection in the WRAM/MCBA has been fully amortized, approximately 12 months.

Public Utilities Commission Surcharge

This surcharge applies to all water bills rendered under all tariff rate schedules authorized by the Commission, with the exception of resale rate schedules where the customer is a public utility.

In 1982 the Legislature established the Public Utilities Commission Reimbursement Fee to be paid by utilities to fund their regulation by the Commission, Public Utilities (PU) Code Section 401-443. The surcharge to recover the cost of that fee is ordered by the Commission under authority granted by the PU Code Section 433.

A 1.5% surcharge shall be added to all customer bills.


Low-Income Ratepayer Assistance (LIRA) Program

Valencia Water Company  offers a discount to qualifying low-income residential customers. If your household qualifies for a discount on your electric or gas bill under the CARE program, you may also qualify for a discount on your water bill in the amount of 50% of the monthly service charge.

Income Guidelines:

General Metered Services - Non-Residential

Applicable to all metered water services for which no special rates or water allocations are available.

Monthly Service Charge

Special Conditions:

A surcharge of $0.04 per month is to be applied to the monthly service charge from the effective date of Advice Letter No. 112 in order to offset revenue reductions given to Low Income Ratepayer Assistance (LIRA) customers .

Due to the under-collection in the utility's Purchased Power and Purchased Water Balancing Accounts, a surcharge of  $0.009 per 100 cu. ft. of  water used is to be applied to the quantity rates until the under-collection in the balancing account has been fully amortized, approximately 12 months.
